"Self Organizing Adaptive Community Resource Governance"
Abstract.
| The standard policy instruments prescribed by neo-classical economics
to address common-pool resource problems are taxes and tradeable property rights. However, the transaction costs associated with these instruments are seldom addressed. For example, who collects the tax? How is the tax revenue used or redistributed? How are property rights monitored and sanctioned? The cost of these activities, in fact, may be greater than the benefits they are intended to generate. An alternative to formal taxes and property rights is community-based management. The later, often self-organizing and self-enforcing, can have much lower transaction costs. In this talk I will outline several issues concerning the management of a renewable resource, and present a simple model to explore the conditions under which self-organizing community resource management would be expected to emerge |
